Disability in SFTV

In The 100 Raven loses mobility in an accident and is temporarily cured through technology but eventually chooses to reject the cure because of the negative side-effects. In Arrow Felicity's paralysis is cured through tech and money and she throws more money at the cure to try and make it affordable for everyone. In Star Trek: The Next Generation Geordi Le Forge's visor enables him to be a ship's engineer but doesn't give him his eyesight back, but given what he can do can he be described as blind? Is sff's ability to 'cure' disability through tech or magic a way of empowering characters or a way of erasing difference and refusing to acknowledge disability as a part of human existence?
