Simona previously served as the first Director of the UNDP Istanbul International Center for Private Sector in Development (IICPSD) from 2012-2014, a capacity in which she established the governance system, the strategic objectives and thematic priorities and the programmatic agenda, operationalizing the IICPSD as a center of excellence in market-born solutions to development challenges. Under her supervision, the IICPSD designed and launched the Global Alliance for Sustainable Employment, established broad academic and business networks, conducted applied research and produced a series of studies including the “Barriers and Opportunities at the Base of the Pyramid”, “The Role of the Private Sector in Skills Development”, “Local Content in Liberia”, “Increasing Competitiveness of Liberian SMEs”, “Inclusive Procurement in Mongolia”, “Geothermal Energy for Food Drying in Jordan”, and “Private Sector Development in Somalia”. Simona Marinescu is also a contributor to the UN SDSN Report titled “The Future of Our Children – Lifelong, Multigenerational Learning for Sustainable Development”.

Before joining the IICPSD, Simona served in Iraq as UNDP Programme Director for Private Sector in Development and Senior Economist, as UNAMI Head of Humanitarian, Reconstruction and Development (2008-2012) and as USAID Sector Lead for Social Safety Net and Pension Reforms. Prior to that, she was Social Protection Specialist in the World Bank Human Development Unit, MENA Region, covering Morocco, Syria, Jordan, Lebanon and Iraq.

She also has served as Minister Secretary of State for Labor and Social Affairs in Romania and as Senator, President of the Labor and Social Protection Committee of the Senate.

Simona holds a BA and a Master’s in International Relations and a PhD in Development Economics from the Academy of Economic Studies, ASE Bucharest with the thesis titled “The Social Model of the New Economy in the Context of Globalization”. She also holds a BA and MSc in Computer Science from the Polytechnic Institute of Bucharest, a Diploma in Leadership and Communications from Harvard University and a Diploma in Labor Market Administration from Cyprus International Institute of Management. She completed actuarial studies at Harvard University in the preparation of a White Paper on Social Security Reforms.
Simona has authored several books and was editor in chief of two specialized newspapers - “Jobs” and “Working Abroad”.
