Mr Martin Chapman

Director for Technical Policy and Standards
DIGITALEUROPE
Participates in 1 Session

I am a veteran of almost 30 years in global ICT standardisation both at the formal International level and in global fora and consortia. This has involved contributing to, and editing standards documents, chairing committees, and sitting on technical advisory boards. This has inspired a keen interest in how standards bodies work, and what makes good, and bad, policies and procedures for open standards development, as well as working on internal processes an organisation needs for effective participation. I have been exposed to the implications of patents and standardization and how they affect open collaboration, and more recently, on the interplay between standards, patents, and open source software. I am now applying this expertise at the policy level particularly focused on EU institutions which I interact with directly and through Brussels based Trade Associations. I still participate in standards writing and I am currently the editor of ISO/IEC 19941 – Cloud Computing – Interoperability and Portability. I currently serve as the Chair of the Board for OASIS Open Europe Foundation (Stichting). I was instrumental in the establishment of OASIS Open Projects which is bringing the worlds of open source and open standards together.

Prior to leaving, I was Oracle’s EMEA adviser focused on EU standardisation and compliance policy and advising on technical aspects of ICT legislation coming out of the EU, including Accessibility, Cloud, IoT, Cybersecurity, and Open Source. I managed Oracle's initial engagement with GAIA-X AISBL.
