The conventional space elevator swings around the Earth in a day.  It uses a single counterweight out at 60,000 kilometers or so, well past geosynchronous orbit which is “only” 36,786 kilometers high.  The single elevator cable is pulled tight with centrifugal force. That system requires a very light, very strong cable.  Carbon nanotubes might meet that requirement if they can be manufactured in 60,000 kilometer lengths.  The orbital ring system has two rings around the Earth with multiple space elevators. The outer ring is a sheath that keeps the inner, superorbital ring from expanding.  The sheath is stationary and is kept from expanding by pulling tight all the elevator cables.
