The Moon rotates in a month, much too slowly for centrifugal force to pull tight a cable of reasonable length for a lunar space elevator.  But there is another force available - Earth's gravity.  Depending on the mass of the counterweight, the cable might have to reach halfway to Earth.   Kevlar® meets the strength/lightness requirements.
