Jose Belarmino II has built a career at the intersection of public service and global corporate leadership in data privacy. He currently serves as Deputy Privacy Commissioner of the National Privacy Commission (NPC) of the Philippines, bringing with him a wealth of experience in privacy governance, regulatory affairs, and international cooperation.

Earlier in his career, he served as Head Executive Assistant to the Philippines’ inaugural Privacy Commissioner and Chairman, Raymund Liboro, and later as OIC Executive Director of the NPC. During this time, he played a pivotal role in shaping the country’s data privacy framework—leading key initiatives such as the creation of the Data Privacy Council, strengthening the Philippines’ engagement with the Global Privacy Assembly (GPA) and Asia Pacific Privacy Authorities (APPA), and supporting the country’s accession to the APEC Cross-Border Privacy Rules (CBPR) System. These efforts significantly elevated the Philippines’ standing in the global privacy arena and deepened cross-border regulatory collaboration.

Prior to rejoining the NPC, Jose Belarmino II served as Director of Privacy for Europe, the Middle East, and Africa (EMEA) at Marriott International—the world’s largest hotel chain. In this capacity, he led strategic compliance initiatives across multiple jurisdictions, overseeing privacy impact assessments, individual rights requests, regulatory engagements, and complex data protection processes across the EMEA region.

He holds a Bachelor of Arts in Speech Communication (Magna Cum Laude) from the University of the Philippines - Diliman and a Bachelor of Laws from San Beda University - College of Law. In 2021, he was awarded the prestigious Chevening Scholarship and completed a Master of Science in Cybersecurity and Digital Forensics (with Distinction) at the University of Westminster.
