Former advisor of the Italian Government has contributed to design and drafting of legislation on Electronic Identity (SPID), and digital transformation (2016 review of the Digital Administrative Code, digital domicile, cross-border electronic identity, etc).

Eugenio holds a Ph.D in Commercial Law (Rome, Tor Vergata University, 2007) and has passed value judgement as Associate Professor of Commercial Law.

He is the author of several publications and articles on legal topics including privacy, artificial intelligence, electronic identity, cloud contracts and digital copyright.
