Guido Scorza is a member of the Board of the Guarantor for the protection of personal data, Italian attorney, founding partner of the E-Lex Law Firm.

Guido Scorza has been Legal Advisor to the Minister for Innovation and is deputy representative of the Italian Government at the GAC – Government advisory Board of ICANN as well as a member of the policy subgroup of the ad hoc Committee on the Regulation of Artificial Intelligence of the Council of Europe.

Guido Scorza was member of the mission structure for the digital agenda of the Presidency of the Council of Ministers, as well as responsible for national and European regulatory affairs of the Digital Team of the Presidency of the Council of Ministers.

Adjunct professor at the Master of Legal Informatics and Computer Law of the University of Bologna since the academic year 2001/2002, privacy and electronic communications, adjunct professor at the Master in Privacy of the University of Roma Tre since the academic year 2016/2017, adjunct professor of digital administration law and management at the European University of Rome since the academic year 2018/2019, adjunct professor of computer law at Scuola Ufficiali dei Carabinieri.

He lectures on privacy, law and new technologies at other universities and training institutions and speaks as a speaker at numerous seminars, conferences and conventions in Italy and abroad. Founder and former President of the Institute for Innovation Policies. He holds a PhD in Legal Informatics and Computer Law from the University of Bologna. He is journalist and has published articles and posts, among others, on Il Fatto Quotidiano, La Repubblica, Il Corriere delle Comunicazioni, Agenda digitale, L’espresso, Wired, Mashable, Huffington Post, and numerous other periodicals on issues related to privacy, intellectual property, law and innovation policy.

Guido Scorza is the author of several books including: Meglio se taci per i tipi di Baldini&Castoldi con Alessandro Gilioli, Internet i nostri diritti per i tipi di Laterza con Anna Masera e Governare il futuro,per i tipi di GEDI. More recently, he edited with Giovanni Maria Riccio and Ernesto Belisario the commentary on the new European Regulation “GDPR and privacy legislation” for the types of Ipsoa, he is the author of the entry “Privacy in electronic communications” in“Technological innovation and value of the person  The right to the protection of personal data in EU Regulation 2016/679 ” edited by Licia Califano and Carlo Colapietro and the report on “The portability of data” in “Regulating technology: EU Reg. 2016/679 and the protection of personal data. A dialogue between Italy and Spain”,curated by Dianora Poletti and Alessandro Mantelero. Recently he wrote Processi al futuro, Egea Editrice and Artificial Intelligence, the impact on our lives and freedoms for Mondadori types with Alessandro Longo, La Privacy spiegata semplice ai più giovani (e ai loro genitori), with Michela Massimi, Mondadori Università 2021; La Privacy degli Ultimi, with Eduardo Meligrana, Rubbettino;  “Metaverso”, Giuseppe Cassano e Guido Scorza (a cura di) Pacini Giuridica 2023.
