Giovanni Guerra is an attorney-at-law member of the Rome Bar Association and admitted to practice before the Italian Highest Courts. He graduated cum laude in Law from the University of Rome "La Sapienza".
He is specialized in privacy and data protection law, with considerable and long-standing experience as consultant and data protection officer for several leading companies and public organizations. In 2023, he was a member of the working group established at the Ministry of Justice for the adaptation of the Italian Data Protection Code to the provisions of EU Regulation (EU) 2016/679 - GDPR. From 2005 to 2006, he was senior lawyer in the Bonelli Erede Pappalardo Law Firm.
He has previously been a managing officer at the Italian Data Protection Authority (the “Garante”) since its establishment in 1997 and director of the Legal Department regarding Economic and Productive Entities (from 2001 to 2004). In this period, he dealt with the application of privacy law and handling of complaints in several sectors (business, labour, banks, finance and insurance companies, associations, new technologies, telecommunications and marketing, public bodies and healthcare). 
Before his experience at the Garante, he served as a managing officer at the Legislative Office of the Ministry of Foreign Trade, after passing the public competition course at the Italian Higher School of Public Administration.
He has held positions as privacy expert in public administrations and bodies. He regularly participates as a speaker to conferences, masters, seminars and training courses. He has held lectures and been in charge of teaching privacy and data protection law in various Universities.
He was author and editor of several pubblications, articles and comments in the field of privacy and data protection and he has also collaborated in the past with relevant national newspapers and participated as an expert in national broadcast.
