A graduate of Ecole Supérieure de Commerce de Marseille and Paisley College (Scotland), Xavier has over 25 years of experience in data protection. He became one of France's first Data Protection Officers (DPOs) in 2001 and founded the AFCDP in 2004. Xavier pioneered the concept of pooling DPOs in France, approved by the french DPA (CNIL) in 2011.

Xavier's unique combination of database management expertise and legal knowledge of personal data protection led him to become one of France’s first Data Protection Officers (DPOs) in 2001.

Since 2011, he has worked as an external DPO for sectors including law, healthcare, and B2B. In 2017, he established UDPO and partnered with Bureau Veritas to offer France’s first certification for DPOs and Privacy experts.

A key figure in European data privacy, Xavier co-founded the EFDPO in 2019, a collaborative effort involving nine other European associations. In 2021, he expanded his influence globally with the creation of UDPO Pacific and a partnership with Bureau Veritas to deliver training and certification across the Pacific region.
