
When Libby began as the Federation’s ED in 2013, the group had 10 members. It now has over 100. Her work is focused on companion animal public policy and legislative advocacy. She established the Companion Animal Capital Fund which to date has invested $28M of state funding in capital projects at animal shelters throughout the state. She has worked on a host of legislative issues including the Puppy Mill Bill. She has established the NYS Animal Protection PAC and also runs the Fed’s 501C3 sister organization, the NYSAPF Education Fund which provides shelter consulting services across the state.
