Coming from the Italian prefectural career, he has been in service at the Italian Data Protection Authority (Garante per la protezione dei dati personali) since June 1997, where over the years he has held the role of Director of various legal departments. He currently heads the Service for International and European Union Matters.

He was seconded for a year to Brussels as a national expert at the Data Protection Unit of the European Commission.

From 2005 to 2011 he was first General Director and then General Secretary of a national public body.

He is a speaker at numerous conferences and seminars, as well as author and editor of various publications on public law and personal data protection matters. He has held lectures in various Italian universities. 

Since 2017 he has been Director of the Centro Studi Privacy e Nuove Tecnologie (Center for Studies on Privacy and New Technologies).
